NCRA has an exciting opportunity at our Oil Refinery facility in McPherson, Kansas. We are looking for an EHS Transportation Specialist to provide administrative support to NCRA and Jayhawk Pipeline transportation-related facilities and staff in the following realms: environmental, health, safety, training, and emergency response. You must be a detail-oriented, results-driven individual with a commitment to quality, accuracy and the ability to organize and prioritize workloads to meet deadlines. Excellent communication skills, both verbal and written, with a strong commitment to customer service and the ability to work in both a team environment and on self-directed tasks are necessary.

You will:
Administrate and maintain the employee training program record keeping to ensure compliance. This includes maintaining the online training system; making assignments and modifications; training documentation, records, and reporting; scheduling, conducting, and assisting.
Organize PHMSA Annual Training Review process: compile review documentation for all affected Transportation Division employees, track review process to ensure 100% completion.
Process all driver documents and ensure driver qualification files are complete and up to date according to Federal Motor Carrier Safety Regulations.
Coordinate with field management to confirm all known 3rd party contractors performing OQ work for NCRA, Jayhawk Pipeline and Products Pipeline are qualified on applicable OQ tasks to minimize company liability and ensure regulatory compliance.
Acquire and submit requested information for 3rd parties for which NCRA Transportation is a contractor.
Coordinate the Annual Violation and Review process to ensure 100% completion.
Assist the Transportation Services Department management and IS Department personnel in converting old Microsoft Access databases into new Sequel database.
Oversee the Transportation Division web page on NCRA Employee Dashboard.
Administer the NCRA Transportation Division FRC Program.
Compile compliance reports for NCRA, Jayhawk Pipeline, Products Pipeline and CHS staff.
Administer TapRoot investigations and report to management as required.
Facilitate guidance team meetings and post meeting notes on the NCRA employee Dashboard.
Administer the Electrical Safety Glove testing/tracking and communicate results to management and affected field employees.
Maintain various databases, including MSDS Online System, Allegro System, and RMIS, to ensure compliance with applicable transportation regulations, and compile trend and report information.
Maintain VCPRP files to ensure complete, accurate and current documentation.
Maintain all written environmental, health, and safety plans and company policies and procedures.
Process monthly credit card statements for Transportation Services Department staff monthly and send to accounting.
Order office supplies as needed for Transportation Services Department.
Track compliance forms to ensure forms are received as required.
Assist in supervising summer students as required.
Perform other duties as needed or assigned.
Basic
Qualifications: (required)
Associate's degree or equivalent from an accredited two-year college or technical school
2 plus years of experience in an office setting working with regulations and/or training/education
Proficient with MS Word, Excel, and Outlook

Knowledge of EHS and transportation applicable regulations
Oil and Gas Industry experience
